A railway Car Inspector watching a train leave town. Actually, there are two of them. One on each side. Canadian National Railway (a.k.a. The Evil Empire) hates the fact that this has to happen. It is the one thing mandated by the Regulators that they have not weaseled out of.

They watch the trains looking for the defects which they are not permitted the proper time to do while the cars are stationary.
